    You'd have to be convicted in court for it to be a "bad" shoot. New York says you're guilty till proven innocent. Gee, does that apply to police shootings too?

    Yeah, but that's never stopped some regulators from overexercising authority. It looks like they're just being a boogeyman to twist insurance company arms.

    Insurance is a strange thing. In Florida, if you buy an automotive extended warranty, one contract from Honda which is valid in all 50 states, there is some kind of state regulation that forces everyone to pay the same price for it. Or so the warranty company claims. In Ohio, the Honda extended warranty costs a little over $1000. The exact same plan in Florida costs over twice as much, and Floridians can't buy the plan from an Ohio dealership. The joys of regulation.
